Overview of HCCCF
The Harney County Commission on Children
and Families (HCCCF) is a partnership of citizens and professionals working
together to improve the lives of children and families in Harney County. The
HCCCF serves as the lead planning and policy advisory group to the County Court
and is comprised of nine members, each appointed to four year terms. The HCCCF
facilitates and supports locally coordinated comprehensive planning for all
children and families. Requests for proposals, collaborative contracting, and
requests for donations are vehicles for funding appropriate programs.

Responsibilities
Commission members together determine goals, policies, and
directives that address local conditions and state guidelines through the
following key functions:
- Community Planning Efforts
- Community Building: Awareness, Advocacy, Allocation
Resources
- Monitoring and Evaluation of Outcomes and Initiatives
- Advising the County Court regarding policies about
children and families.

- Building relationships,
collaborations, and networks
- Request for Proposal
process, collaborative contracting, donations and other bidding processes
- Recommendations for
allocation of resources to implement Coordinated, Comprehensive Plan
- Monitoring and
Evaluation.
Reducing Underage Substance Abuse
- Increase Parenting Skills.
- Increase the number of preschool slots and quality
childcare options for families in Harney County.
- Continue support to expand and improve the operations
of the Boys and Girls Club of Harney County.
- Reduce juvenile crime through prevention efforts and
provide treatment to youth already in the system.
- Provide intervention to middle and high school students
that are identified as “acting out” by school counselors, juvenile
department and other local sources.
- Increase access to a variety of after school
activities.
- Increase funding opportunities to support
implementation of HCCCF priorities.
